A judge must also discern the intent of the law if the letter of the law is not clear. Just as criminal intent must be adjudicated as to guilt or innocence. This is where wisdom and experience come into play in the courtroom. If the law were always so clear, we wouldn't need nine justices on SCOTUS. We would only need one. I cannot imagine a worse system of justice than that.
