Trump has floated the idea of putting people in place requiring Senate approval in recess appointments when the Senate is not in session for ten days. Those people could work under acting titles for up to one year. By then, their damage could be done…

Trump could order House Republicans to adjourn and they'll say, "Yes. Sir!", leaving the Senate. If the Senate balks, Trump could "adjourn them to such a Time as he think proper," and make ALL his Cabinet picks recess appointments until the mid-term election.
Don't think he won't, because he will.
