Constitution Article II Section 3: "... and in Case of Disagreement between [House and Senate], with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper."

Trump could order House Republicans to adjourn and they'll say, "Yes. Sir!", leaving the Senate. If the Senate balks, Trump could "adjourn them to such a Time as he think proper," and make ALL his Cabinet picks recess appointments until the mid-term election.

Don't think he won't, because he will.
