Section 1: This Constitution shall not be construed to confer immunity to any civil or military office holder under the United States or under the several States for any high Crimes committed during their tenure.

Section 2: The Executive Power to Grant Reprieves and Pardons for Offenses against the United States or the several States shall extend neither to self-pardon nor to their coconspirators.

Section 3: This Amendment shall be self-executing in all Cases in Law and Equity arising under this Constitution; the Congress shall have power to enforce by appropriate legislation provisions of this article.
