My two cents:

1. Disclosure before an election is against DoJ protocol. This is why James Comey should not have done what he did to Hillary Clinton and why Merrick Garland did not do this to Trump in announcing Jack Smith. Biden was not on the ballot in 2022, but it would not have been fair to allow every Democrat to be painted with the glaze of scandal just before the election. A political decision, yes, based wisely on pragmatism, and I daresay fairness.

2. Now that the scandal is full-blown, Biden should prove himself the anti-Trump by doing exactly what Trump would never and has never done: apologize to the American people. Admit his mistake, take full responsibility. Own it before it owns him.
