Putin has been exposed as running a Potemkin state with a Potemkin army. I'd venture to say, having read similar analysis, that even his nuclear arsenal is a Potemkin arsenal. Russia and the US have similar sized arsenals, yet the US spends ten-times more on required annual maintenance.
