Re: SCOTUS

1) Expand the court to 13; a traditional jury of 12 + 1 to break ties.

Ends 5 to 4 decisions; a larger court = less chance of 1 vote tossups.

2) For less political partisanship and more moderation in the Judicial branch:

Require 2/3 Senate majority for SCOTUS nominees.

Require 3/5 Senate majority for appellate court nominees.

Keep Senate simple majority for district court nominees.

Broader Senate support = broader public respect.
