The reason Trump is choosing all these unqualified crooks and liars is so he can run everything all the time. They will do whatever he tells them to do because he owns them. The other 'qualification' is unconditional one-way loyalty. When Trump fucks things up - as he inevitably will - he can fire his loyal sycophants and blame everything on them. We've watched this show before, we know the plot. We know how it ends.
