This is obviously the best solution. It would engage the minority to offer improvements and engage the majority to debate them. Bipartisanship might actually ensue. But just as obviously this will never happen...because it makes entirely too much sense.

Most obvious of all, there is not the leadership, neither senatorial nor presidential, to even propose this. Such is the current state of our sad, flailing democracy.
