Wisconsin failed to certify in time due to pending litigation. Regardless, there is no controversy within Wisconsin as to who won Wisconsin. Meaning, there is no competing slate of electors in Wisconsin who can claim legitimacy. Alabama's Mo Brooks plans to make a challenge from the House anyway, but he needs one Senator to join him. Should that happen, Congress adjourns to separate houses for a 2 hour debate and vote, requiring both houses to agree with the challenge. That vote would obviously fail in the Democratic controlled House. Case closed. Biden is elected president by the Electors and it is registered as such in the Congress.
